ChatGPT Business, Enterprise or private AI for a UAE company

What ChatGPT Business, Enterprise, Copilot and Gemini do with company data, what can stay in the UAE, and when a private AI setup is worth it.

For most UAE teams, ChatGPT Business is enough, and I say that as someone who builds private AI systems for a living. It stops being enough when the files hold client personal data or when access is set per client, and a scanned Arabic archive brings its own test. Four questions decide it: does the vendor train on your data, where is it stored, where does the model run, and who can read what.

Vendor policies below are as of October 2026, linked to each vendor’s own page.

What ChatGPT Business does with your data

ChatGPT Business is OpenAI’s self-serve plan for teams, called ChatGPT Team until August 2025 (OpenAI’s Business FAQ). OpenAI’s enterprise privacy page commits to this:

  • No training by default. Inputs and outputs from Business, Enterprise and the API do not train OpenAI’s models unless you opt in. The same page lists data from ChatGPT for individuals among its training sources, so staff on personal accounts are the first thing I would fix.
  • Retention. The page’s Business section says admins set how long data is kept, though its summary list names only Enterprise, Healthcare and Edu for that control. Deleted or unsaved conversations leave OpenAI’s systems within 30 days, unless the law requires longer or OpenAI needs them to protect its services or others from harm.
  • Limited access at OpenAI. Authorized employees can open conversations for support, abuse investigations and legal compliance, and contractors bound by confidentiality can open them to review for abuse.
  • Basic admin controls. SAML single sign-on, multi-factor authentication, user roles and a switch for third-party GPTs (business data page).

Business has no choice of location: the residency offer on the business data page covers Enterprise, Edu, Healthcare and the API. Business workspaces created since August 24, 2026 also stop at 200 paid seats (same FAQ).

ChatGPT Business vs Enterprise: what changes

Enterprise adds SCIM to create and remove accounts automatically and custom roles by group (business data page), plus an audit log of conversations through the Enterprise Compliance API. OpenAI staff only open your conversations to resolve incidents, to recover one with your explicit permission, or when the law requires it (enterprise privacy page). Enterprise and Edu workspaces with a named account representative can also encrypt with their own keys in AWS, Google Cloud or Azure (EKM overview).

For a UAE company, residency is the bigger difference. OpenAI’s data residency article lists the United Arab Emirates for storing content at rest (conversations, files, custom GPTs) and for inference residency, meaning the model runs on GPUs inside the country. OpenAI’s own business data page still names only the US and Europe for in-region inference. The fine print, from the July 2026 version of the help article:

  • Residency is chosen when a new workspace is created.
  • UAE inference offered a single model, and image generation, internal search and GPT-Live were off.
  • Logins, billing, workspace metadata and anything sent to connected apps or web search can sit outside the region, and processing that does not run on GPUs may happen anywhere.

Before you rely on it, put the residency terms, inference included, in the contract.

Microsoft 365 Copilot and Gemini, the AI in your office suite

If your files live in SharePoint and Outlook, Microsoft 365 Copilot (now named Microsoft Copilot) is the obvious candidate. Microsoft’s privacy documentation says prompts, responses and Microsoft Graph data do not train foundation models, Copilot only surfaces content the user can already view, and admins set retention in Microsoft Purview. It also says customers outside the EU may have their queries processed in the US, the EU or other regions. Microsoft’s April 2026 update expects local inferencing, the step where the model runs, in the UAE by the end of 2026.

Google’s privacy hub makes similar promises for Gemini in Workspace: no human review or model training outside your domain without permission, answers only from files the user may already open, and admin control over how long conversations are kept. Workspace’s data region setting offers the United States, Europe, or no preference.

Both tools read with your existing permissions. If someone shared a folder with the whole company years ago, Copilot or Gemini can quote it to anyone who asks.

When a public tool is enough

  • Drafting, summarizing and research on material with no client personal data.
  • A team under 200 people that needs single sign-on and a no-training commitment more than a location guarantee.
  • Documents already in Microsoft 365 or Google Workspace, with sharing you trust.

In those cases a private build buys you little.

When a private setup is worth it

Client personal data. The UAE’s Federal Decree-Law No. 45 of 2021 governs how personal data is processed and sets requirements for sending it across borders for processing. Free zones such as the DIFC have their own law. The UAE PDPL and AI guide covers the details. For this choice, one distinction is enough: storage and processing are separate promises, and a vendor can make the first without the second.

Arabic documents. Test reading and search on your hardest pages before you compare models: scans, stamps, tables, Arabic and English on one page. On a corpus in a dozen languages, I used a multilingual embedding model because a single-language one fails quietly: ask in English and it returns nothing, even when the French dossier holding the answer is in the index. Arabic and English raise the same question, and a private setup lets you pick and test the models on your own scans.

Access rights per person. Copilot, Gemini and ChatGPT’s connected apps respect the permissions of the system they read (OpenAI on its apps). That works when the rules live in SharePoint or Google Drive. When the rule “this associate sees these three clients” lives in a spreadsheet, and the files sit on a shared drive everyone can open, there is no permission for the tool to respect.

For a global enterprise with thirty brands, I put access control inside the search query. Each brand has its own index namespace, and each query carries a filter built from the user’s groups, which arrive in a signed header. The search never reads a document the user cannot see, so it cannot leak one: zero cross-brand leaks across more than 100 million pages. Filtering after the search leaks as soon as one code path forgets the filter.

What a private setup looks like in practice

“Private” is a range. Where the files and the index live is one decision, and where the model runs is another.

  1. Your own cloud account, in a UAE region. On Azure, only regional deployment types keep processing in the region (availability table). In UAE North, as of October 2026, the regional chat models are provisioned (reserved capacity) deployments; the pay-per-token regional option lists embedding and speech-to-text models only. On AWS, the Bedrock model table for me-central-1 shows two Amazon Nova models running in-region, and the rest use global routing, where “data may be processed in any commercial Region”.
  2. Open-weights models on your own hardware. Nothing leaves the building. I benchmarked a local coding stack this way on a 64 GB MacBook Pro: the local model built the same app as a cloud assistant, in 53 seconds of agent time, 4 tool calls and zero type errors. It still trails the largest cloud models on hard reasoning, and the hardware is paid up front instead of per seat.
  3. Files and index on your machine, a hosted model. For a business owner who refused to put his files in the cloud, I built a document agent whose whole search index is one SQLite file on his machine. Retrieval over three years of paperwork takes under 2 seconds. About 85% of pages are read by a free local tool; scans, filing and search embeddings go to Google’s Gemini models, so page text passes through Google, while the files and the index stay on his machine.

For document work, the same parts decide quality in every shape: faithful reading of scans, search on meaning and exact strings, access inside the query, and a source on every answer.

Questions I get about this

Does ChatGPT Business train on our company data?

Not by default, as of October 2026. OpenAI says it does not train on inputs or outputs from ChatGPT Business, ChatGPT Enterprise or its API unless you opt in. Personal accounts are a different case: OpenAI lists data from its ChatGPT versions for individuals among its training sources, so company work belongs on a business plan.

Can ChatGPT keep our data in the UAE?

As of October 2026, on ChatGPT Enterprise and Edu, yes for stored content such as conversations and files, chosen when a new workspace is set up. OpenAI's help center also lists model inference inside the UAE on those plans, with a single model and fewer features, but its business data page names only the US and Europe for in-region inference, so get it in the contract. ChatGPT Business has no residency option. Even with residency, logins, billing data and anything sent to connected apps can sit outside the region.

What is a private LLM?

A language model that runs where you decide: an open-weights model on your own server, or a model deployed in your own cloud account on a deployment type that keeps processing in one region. You choose where data is stored and processed, and the search applies your own access rules.

When is a private AI worth it over ChatGPT Enterprise?

When the law, a client contract or your own access rules decide where the model may run and who may read what. The usual cases are client personal data, scanned Arabic and English archives that must be searched reliably, and access rights per client or per matter that do not live in SharePoint or Google Drive.
